Lilesville man arrested after eight-hour standoff

May 13, 2009 in Employment

An eight-hour armed standoff ended with the arrest of a Lilesville man, according to a statement from the Lilesville Police Department.

Daniel Scott Parker, 46, was charged in the incident, which began at 10:07 p.m. May 7 when officers with the Lilesville Police Department responded to a call at 609 West Wall St. Parker had reportedly fired at his stepfather.

“He’d been staying there,” Lilesville Police Chief K.R. Mullis said. He added the residence belonged to Parker’s mother and stepfather.

The Wadesboro Police Department (WPD), along with the Anson County Sheriff’s Office, the North Carolina Highway Patrol, the Lilesville Fire Department, the Anson County E.M.S. and the North Carolina State Bureau of Investigation (SBI), also assisted at the scene.

“I think it was a domestic dispute,” Sheriff Tommy Allen said.

An officer with the WPD, Sgt. Steven Kelly, would prove integral to the resolution of the standoff. Wadesboro Police Chief Janie Schutz said Parker would, for reasons unknown, only communicate with Kelly.

“Sgt. Kelly was just able to establish rapport with the suspect,” Mullis said.

Mullis said after an initial phone call, which went unanswered, a second phone call from Kelly resulted in several hours of negotiation.

Kelly was initially sent because he is certified with a non-lethal force weapon, a shotgun that fires bean bags, in hopes of helping end the situation.

Schutz said Parker threatened to kill himself or to force law enforcement into shooting him, what she dubbed “suicide by cop.”

Parker was under the influence of alcohol.

Officers at the scene formed a plan to shut off the area and evacuate Parker’s neighbors.

In the initial stages of the evacuation, Parker fired several shots into the air. During the evacuation, he fired on a Lilesville police officer, patrol officer Matthew Norris.

After several hours of attempted negotiations, including Parker’s refusal to speak with family members or a negotiator sent from the SBI, the man finally shut down all communication.

At approximately 6 a.m. May 8, the North Carolina SBI Tactical Team stormed the residence.

“He was laying on the floor,” Mullis said, adding that the extremely intoxicated Parker had passed out. “That was lucky for us.”

“This incident was one of them that could have been very bad for the officers and the suspect,” Mullis said.

Parker was taken into custody and neither he nor any officers were harmed.

Schutz said Parker had weapons in his residence, describing them as “long guns and handguns.” Mullis said the only weapon he used was a .40-caliber handgun.

On May 8, he was charged with one count of assault on a law enforcement officer with a firearm, one count of discharging a weapon into occupied property, one count of possession of a firearm by a convicted felon, one count of breaking and/or entering, one count of larceny after breaking and/or entering, and one count of possession of a stolen firearm.

Mullis said the breaking and entering charges stemmed from entering a secured area, but would not elaborate.

On May 11, he was charged with one count of attempted first degree murder, one count of assault with a deadly weapon and one count of possession of drug paraphernalia. He is being held at the Anson County Jail on a $50,000 bond.
